Speaker Bio

Paul Wamsted is a career technologist with over 20 years of experience delivering information technology solutions to the federal government. Throughout his career, he has worked across the entire IT lifecycle—spanning helpdesk support, software development, systems operations, and cloud engineering—for critical defense and government customers, including DISA, PEO BES, and Cloud One.

Paul later transitioned to solution architecture, serving as the lead solutionist for dozens of winning proposals and successful contract deliveries. This extensive background gives him a deep understanding of how proposals are crafted and evaluated. Recently, he has focused on the impact of generative AI in the federal acquisition space. While recognizing that GenAI can significantly boost proposal team output, he also warns against its ability to generate polished, high-scoring proposals that mask a vendor's lack of genuine operational capability.

Passionate about technical communication, Paul is dedicated to helping the government maximize acquisition value and look beyond "paper-thin" compliance to find true experiential rigor. This professional mission is supported by his academic research.  Paul is a Ph.D. candidate in Technical Communication and Rhetoric at Texas Tech University, where he applies theoretical lenses to modern proposal mechanics and evaluation.
