Generative AI is transforming government proposal development at a pace that directly impacts speed-to-market for the Warfighter. AI-enabled platforms can rapidly produce highly polished, tailored responses that appear technically sophisticated—even when the underlying vendor lacks the authentic expertise, engineering depth, and operational understanding required to deliver complex capabilities under Middle Tier of Acquisition (MTA) timelines. In an environment where we must outpace adversary development cycles for battlespace networks and tactical data links, selecting a team that only looks qualified on paper can directly delay fielding and increase mission risk.
This session will examine how acquisition professionals can modernize evaluation practices to keep pace with AI-driven proposal generation while preserving rigor, fairness, and speed. We will begin by framing the rhetorical power of AI: because responses are generated by high-performance models, there is a natural tendency to assume they are correct, complete, and credible. Participants will learn how to critically evaluate AI-polished proposals and recognize when narrative quality is out of alignment with verifiable experience, technical depth, or executable delivery approaches.
We will then explore innovative mechanisms that move beyond traditional, paper-centric evaluations and stress-test “real” capability. These include video submissions that introduce the actual engineers, architects, and operators behind the proposal; long-form technical orals that probe real-time problem-solving, agile thinking, and domain familiarity; and scenario-based “war room” sessions, live technical demonstrations, and third-party code reviews that verify hands-on competence. Throughout, we will emphasize balancing efficiency and rigor—designing evaluation approaches that are scalable, defensible, and compatible with MTA objectives for rapid prototyping and fielding.
Grounded in examples and emerging practices from DoD and progressive federal agencies, this session equips attendees with practical strategies to ensure that AI does not become a shortcut to artificial credentials, but instead accelerates fair, accurate identification of truly mission-ready performers.
Key Learning Objectives
By the end of this session, participants will be able to:
- Explain how generative AI is reshaping the proposal landscape and why AI-polished narratives increase the risk of “artificial credentials” that can undermine rapid, successful performance under MTA authorities.
- Critically assess AI-generated proposal content by understanding AI’s rhetorical power and applying techniques to distinguish genuine technical depth and mission understanding from superficial, well-written responses.
- Design and leverage innovative acquisition mechanisms—such as video submissions and structured technical orals—to introduce a human dimension into evaluations and directly assess the actual practitioners who will deliver capabilities.
- Integrate authentic expertise verification into source selection, including third-party code reviews, live technical demonstrations, and scenario-based “war rooms” that test real-world skills relevant to battlespace networks and tactical data links.
Balance speed and rigor in evaluation strategies by combining digital, interactive, and traditional methods to support rapid yet defensible selections aligned with MTA goals for fast prototyping and fielding to the Warfighter.
