Measure Readiness, Not Seat Time: An AI Learning Platform for Training the Next Generation of Digital Warriors Session Abstract

Description

The Air Education and Training Command produces the force that every other command depends on, yet the training enterprise still measures itself by inputs. Seat time and course completions tell leaders how much training happened. They do not tell anyone whether an Airman or Guardian is ready for the mission in front of them. Course content is duplicated across schoolhouses, instructors spend much of their week rebuilding material by hand, and when a threat changes, updating a course is often measured in months. None of this is a talent problem. It is a problem of how training is built, measured, and connected to readiness.

This session introduces FALCON, the Fast AI Learning and Career Optimization Network, developed with AETC/A2 under an Air Force SBIR Phase II effort and built on ServiceNow at Impact Level 5. Three capabilities sit on a central knowledge graph that connects people, training events, competencies, and roles. The AI-Assisted Courseware Engineer reduces duplication and frees instructors from manual course development. The AI Feedback Synthesizer turns thousands of student surveys and after-action comments into prioritized fixes tied to specific modules. The Competency and Readiness Intelligence Layer lets a commander query mission readiness in plain language from live data, not completion reports. Together, these capabilities reflect how ServiceNow's AI platform operates in defense contexts: sensing current readiness conditions, deciding what the training enterprise needs to act on, and acting within policy with human authority intact at every step.

Attendees will leave with a clear picture of how this model reduces redundant course material, improves instructor utilization, and accelerates content fielding as threats evolve. The session addresses practical implementation questions including IL5 data handling, human-in-the-loop design, and a path for other commands to adopt the capability. FALCON is a working example of what becomes possible when the force is ready before it needs to be.

Key Takeaways

  • Competency and readiness replace seat time and course completion as the measure of training.
  • A knowledge graph connects people, training, competencies, and roles, giving AI a trusted foundation for training decisions.
  • AI-assisted courseware engineering reduces duplicate content and frees instructor time for direct instruction.
  • Feedback synthesis turns thousands of student comments into prioritized, targeted course improvements.
  • Readiness intelligence answers mission-readiness questions in plain language from live data, not completion reports.
  • Human authority is preserved throughout: AI augments instructors and commanders at every step, it does not replace them.
