Description

The target window is open. The AI workflow is running. And the satellite link just degraded. Every cloud-dependent AI system on that network -- the analytics, the decision support, the ISR processing -- goes with it. The warfighter doesn't get a timeout. The adversary doesn't pause. In a genuine DDIL environment, AI that requires reachback isn't a capability -- it's a liability. The DoD has committed $29.5 billion to expand AI infrastructure. None of it solves this problem.

The January 2026 DoD AI Strategy directed every military department, combatant command, and defense agency to identify AI priority projects and field initial demonstrations by July 2026. The AI Arsenal initiative backs that mandate with mandatory appropriations -- the largest single AI infrastructure investment in DoD history. But the strategy is explicit: AI systems must operate across disconnected, degraded, and denied environments, from core data centers to the tactical edge. Fixed, SCIF-accredited facilities answer the enterprise requirement. They do not answer the forward-deployed one. The kill web doesn't stop at the datacenter fence. Neither can the AI that supports it.

This session examines the operational and architectural requirements for sovereign AI compute in DDIL environments and presents a fielded solution available today. We will walk through the specific workload categories that cannot tolerate reachback dependency: real-time ISR processing, LLM-driven decision support, sensor fusion, and autonomous workflow execution. We will address the infrastructure gap directly -- why consumer-class edge devices lack the compute density, why cloud platforms fail at the connectivity boundary, and why traditional MILCON timelines are incompatible with operational urgency. Attendees will see how a hardened, air-mobile, sovereign AI compute platform can be operational within hours of arrival at an austere site -- with zero cloud dependency, zero telemetry, and classification-separated multi-tenant architecture. We will also address the acquisition path: how programs can field this capability today using OTA, CSO, and AI Arsenal supplemental vehicles without waiting for a new facility to be built.

Attendees will leave with a clear framework for evaluating sovereign edge AI infrastructure against three criteria: compute density sufficient for frontier model inference, survivability in contested and austere environments, and acquisition velocity compatible with operational urgency. Program managers will understand which contracting vehicles -- OTA, CSO, and AI Arsenal supplemental pathways -- can compress fielding timelines from years to weeks. Operators and cyber professionals will understand the specific workload categories where cloud-dependent AI creates unacceptable mission risk, and what a credible DDIL-resilient alternative looks like in practice. Both audiences will leave with a concrete action: a defined next step for evaluating and piloting sovereign edge AI compute within their program or unit.

What makes this session distinct is not a roadmap or a requirement -- it is a fielded capability. The platform described is available today, has been hardened to MIL-STD-810H/461G, is STIG-hardened from day zero on a Cisco-native stack, and has committed delivery in Q3 2026. This is not a prototype pitch or a future program of record. It is a deployable sovereign AI data center that fits inside a C-130, runs for 72 hours without shore power, and processes frontier-class AI workloads -- including models up to 405 billion parameters -- entirely within its own boundary. The session draws on direct operational capture experience across USAF, USSF, and USCYBERCOM mission areas to ground the capability discussion in real program requirements, not theoretical use cases. In an environment where the DoD AI Strategy demands demonstrations by July 2026, this session answers the question most programs are still asking: what does sovereign AI at the tactical edge actually look like, and how do we get it on contract?
