Description

Problem Statement: To transition from static, paper-based compliance to a data-centric Continuous Authority to Operate (cATO) across the Combined Joint All-Domain Command and Control (CJADC2) kill web, the Department of the Air Force (DAF) must establish verifiable cryptographic proof of code integrity. With the vast majority of modern tactical and enterprise codebases relying on open-source software (OSS), pulling unverified packages from public registries introduces an unmanageable software supply chain vector. Traditional, compliance-centric ATO processes lack the speed and agility to defend distributed combat networks against rapid repository poisoning, dependency vulnerabilities, and automated adversary exploitation.

The Blueprint: This session outlines a technical framework for automated, agile, and assured software supply chain security, utilizing a validated open-source clearinghouse model as a secure software buffer architecture. We detail how defense software factories can scale a cryptographically secure deployment posture by injecting verified, pre-remediated artifact feeds directly into secure Air Force DevSecOps environments, such as Platform One and Iron Bank. Attendees will examine the mechanics required to continuously generate automated Software Bills of Materials (SBOMs), achieve Supply Chain Levels for Software Artifacts (SLSA) Level 3 compliance, and implement Hardware Security Module (HSM)-backed cryptographic signing to enforce zero-trust policy at machine speed.

Operational Impact: This presentation provides an actionable roadmap for embedding cryptographically verifiable, tamper-evident evidence into software builds, shifting the DAF from point-in-time checkboxes to real-time, data-centric security. By implementing automated embargo workflows that isolate vulnerabilities and distribute signed patches before adversaries can execute attacks, this framework ensures agile, automated, and assured mission systems survive across the entire kill web.
