Description

Evaluating risk for non-deterministic artificial intelligence is an exceptionally difficult scoping problem. If a model's performance is assessed outside the context of its deployment architecture, or if testing policy cannot pace rapid software and hardware iterations, the operational outcome degrades. The Department of the Air Force Adaptive AI Test and Evaluation Strategy cannot be enacted in a vacuum. To build an agile, responsive test framework that delivers reliable human machine teams, the test community is entirely dependent on how the broader cyber, acquisition, and engineering communities architect the enterprise.

This presentation shifts the conversation from abstract governance to the hard architectural dependencies required to achieve algorithmic trust. Moving beyond isolated policy, this session outlines four critical focus areas where enterprise infrastructure design directly dictates the velocity and accuracy of tactical AI fielding:

  • Environmental Synchronization: Test infrastructure must accurately mirror actual edge constraints, including modular compute blocks and emergent orbital data architectures. If the broader cyber architecture cannot replicate these exact operating conditions, laboratory performance metrics are operationally meaningless.
  • Technical Debt and Baseline Accountability: Reducing technical debt within legacy systems is a prerequisite for testing. Standardizing the baseline infrastructure is the only way to enable accurate lifecycle cost assessments and achieve predictable, verifiable system outputs.
  • Adaptive Governance and Technical Dependencies: Rigid, compliance-based policy cannot survive rapid updates to models, chips, and software dependencies. The enterprise requires an adaptive governance model that balances standardization with flexibility, ensuring test protocols remain responsive to emergent technologies and dynamic commander requirements.
  • The Continuous Human-in-the-Loop Model: AI adoption succeeds or fails based on the human element. We detail the continuous monitor, retrain, and refield lifecycle, highlighting the training pipelines required so operators can continuously manage and trust evolving systems at the tactical edge.

This briefing delivers a candid, strategic look at what the test community requires from the cyber and software engineering pipelines to turn AI test theory into a scalable, lethal reality for combatant commanders.
